Fixes

• FRANKLIN 19403 - Updated the queuing of DC Reduced Notification letters to queue a DC Reduced letter even when students are still eligible with a prior-year free status.

• SRX050807 - Fixed a bug that was not passing the DC status or temporary status expiration date from Franklin to Newton.

Fixes

• Fixed a timeout error in the database upgrade script for the DC Reduced Upgrade Level.

Enhancements

• FRANKLIN 17312 - Full Support for DC Reduced - Added full support for DC Reduced

  • Added DC Source of Medicaid Reduced.
  • Merging Students – If source has “better DC source” take the source, otherwise, keep the target evidence.
  • When linking DC Siblings, take active over inactive, then priority sequence, then by DC file or SYS System to break ties.
  • The App Review setting "Hold SNAP/TANF Applications for Review" will hold all SNAP or TANF apps for review.
  • The App Review setting “IgnoreProblemsForDCStudents” will only apply for DC Free Students, not DC Reduced.
  • The App Review setting “HoldDCForReview” will hold both DC Free & DC Reduced apps for review.
  • App Review Problem Check: DC Students Mixed With Non DC – If DC Free coexists in the same family with DC Reduced, consider this a mixed DC household for purposes of this problem check.
  • Student DC Evidence – DC Free will take priority over DC Reduced – Evidence type of sibling comes AFTER all other evidence types; DC Source Priority is next; ties in DC source priority will be broken by File then by SIS, then by supporting doc and finally manual.
  • Processing Logic - Split DC Priority into two separate sets of checkboxes:
    Free DC Overrides: School Type | Decline Benefits | Free Special Circumstances | Reduced/Paying Special Circumstances
    Reduced DC Overrides: School Type | Decline Benefits | Free Special Circumstances | Reduced Special Circumstances | Paying Special Circumstances | Free Application | Temporary Free Status
  • Direct Certification Summary Report – Added a checkbox to “Include Reduced DC”.
  • Household Match List – Updated to consider DC Free, DC Reduced and "not DC" as separate statuses so that “Mixed DC” would match a household with more than one of these 3 statues.
  • Letter Tokens – IsDC keeps the original meaning that they are DC (whether Free or Reduced) – added additional flag for DCSourceIsReduced
  • DC Reduced Letter – Created a new DC Reduced Notification Letter – The appropriate letter will be queued for students marked as DC Reduced
• FRANKLIN 18476 - End of Year - Added support for 2016-2017 School Year & Updated IEGs
• FRANKLIN 18481 - Extend Student # Field - Added support for up to 32 Characters in the Student # Field
• FRANKLIN 18727 - Preview & Test for Report Menu Configurations - Changes in Report Menu Configurations no longer requires a restart of the program.
• FRANKLIN 18739 - SQL Server Alert - Updated the Alert Checker to generate a warning if any version of SQL Server older than 2012 is being used.
  Message: “Microsoft has ended mainstream support for SQL Server 2008 and SQL Server 2008 R2. We recommend upgrading to SQL Server 2014 or newer.”
• FRANKLIN 18744 - Skip Alert Check after EOY - Added a 72 hour window after running EOY that the alert checker will not launch.  This will allow districts time to re-enable scheduled jobs and the nightly jobs to run.  The alerts can still be accessed through the Utilities screen during this time period.

• FRANKLIN 10739 - EOY Error - Fixed a bug in EOY process when attempting to delete an inactive user who was the last to modify a report layout
• FRANKLIN 11491 - Comments being place on incorrect student - Fixed a bug in verification household comments that was displaying extra comments from other applications not associated with the verification household
• FRANKLIN 11681 - Area Eligible Letter queuing incorrectly - Fixed a bug causing Area Eligible Grace Periods (and letters) to queue incorrectly when a student transferred from one AE school to another AE school.
• FRANKLIN 11840 - Student Merge Error - Fixed a bug when merging two students that have the same supporting document attached
• FRANKLIN 11984 - Date Range on Independent Application Review Report not functioning - Fixed a bug in the Independent Application Review report which was not displaying results when any date range was selected
• FRANKLIN 11985 - “Remember These Settings” in Scanned app list not saving - Fixed a bug in the saved form layout that was not allowing the Scanned app page to remember selected settings
