Overview

USDA Verification is confirmation of eligibility for free and reduced-price meals under the National School Lunch Program (NSLP) and School Breakfast Program (SBP). USDA Verification must include either confirmation of income eligibility or confirmation that the child is a member of a family (household) receiving assistance under the Supplemental Nutrition Assistance Program (SNAP), Food Distribution Program on Indian Reservations (FDPIR) or Temporary Assistance for Needy Families (TANF) program.

This document outlines the steps needed to complete your Verification process for 2023 in MCS Franklin.

Information on the Verification process can be obtained through the USDA Website.

(warning) It is highly recommended that you read this entire document before proceeding with the Franklin Verification Process even if you have completed this process before (the procedure may change from year to year).



  1. System Setup: The first step is to configure Franklin with the settings appropriate for your verification process.

    ⬆ Be sure you are running Franklin 13.0 or higher.

  2. Sample Set Procedures: Build a sample set using a USDA-required verification option. Multiple sample sets can be built. These sample sets will remain separate; however, they automatically merge data when running verification reports. After the sample set is built, it is reviewed. The individual applications are approved according to the required USDA confirmation review process. The sample set is then committed for verification. This flags the primary student in the system as being selected for USDA Verification. At this point, the verification notification letters can be queued along with mailing labels. 

    (info) According to the USDA, the confirmation review requirement may be waived if the LEA has a technology-based system that demonstrates a high degree of accuracy. Contact your state agency, as your district may be exempt from the review process.

  3. Managing Household Responses: Responses from the verification letters are entered into the system.

  4. Verification Reporting: Various verification reports and worksheets can be generated, including the Verification Summary Report, which is the Federal Report turned in to your State Department. 

Once the entire verification process has been completed, a student/household should never be removed from Verification. It is essential to be able to track students selected for verification during audits and from one year to the next.
